Pretty cool little game, the gameplay is fun and the aesthetic is neat and unique, the sound design is a lil generic but at least not very annoying.
I really do mean the gameplay is fun, but it does sortof devolve into 'aim at guy and hold LMB, maybe strafe' after a while.
There are a few critical issues, both bugs and gameplay, so take the following list as pointers rather than criticisms:
Controls:

-Weapon bar please, because of the volume of weapons, it gets a lil hard to know which weapon is in which number.
-Enter to unlock/interact is not very common, the only games that have this are RPGmaker games, they also have the alternative of Z...maybe have F for interaction.
-It'd be helpful to know what the controls are from the start, maybe some writing in blood since they're not that many.
Gameplay:

-Weapons are not unique, most weapons (M16, MP40, Striker shotgun and Kar98k are exceptions) devolve into just more of the same previous weapons, which makes both weapons unnecessary, either the existing weapons should just be upgraded or they should be switched out for the better versions, if ammo is a concern, convert old ammo to new ammo with a multiplier.
-Plasma pistol is useless.
-AI is thick, it seems to lose you, and when it doesn't lose you, it awkwardly dodges around in a way that doesn't really make you miss at all.
-AI also doesn't shoot at you if you're leaning.
-AI doesn't react to damage
-2nd level starts infront of an enemy, big level design no no.
-New weapons are not told to you.

Unintentionals, oversights, and bugs:

-Shooting while aiming sometimes bugs, maybe has something to do with leaning.
-You can't go over the health you had in the last level, the last level health is set to be the max health.
-If you shoot off one shot, the audio will loop until you shoot again.
-Lil gaps near the doors.
-

Please don't take this as discouraging, the game is good and really fun, but it simply has a few issues, and these are just a few pointers.

As for how HAVOC is right now: 4.3/5, pretty good so far.

Best of luck, cheers!
